Even if just 1% of the world are such people, that's 80 million people, any of whom could decide to press the red button, just for their own entertainment.
The second thing is this: it will never be cheap to train an AI or particularly, to build a pathogen. Setting up a lab will always be expensive and time-consuming. You can' t just follow instructions; even mediocre lab technique takes a long time to master, and if you just charge ahead without it, you probably won't get any results, and if anyone dies, it'll be only you.
The very last person to be able to afford all this time, and the money for a lab, and the space for a lab, is someone who desperately needs UBI.
Indeed, you could make the argument that UBI might make it easier for a psychopath to be able to take years and come up with something to kill us.
Don't get me wrong: I am strongly in support of UBI, I just don't find this specific argument works! Accept claps anyway.
