I would expect Putin to abreact, badly - say, by bombing Berlin or Paris.

And if the Administration did not respond to Putin dropping a bomb, it would destroy the Democrats in the midterm elections, and that's much more important than not destroying the world - to the Democrats. (The Republicans would do the same if they had the red button.)
