Depends on the formatter and the settings.

Even just the setting that overwrites every single sector with zeros should work perfectly on an SSD.

That isn't enough for a magnetic hard drive - it's possible though extremely expensive to see the previous state of the drive before the wipe due to residual magnetism. But multipass formatting algorithms that write zeros, then ones, then zeros again should make even that attack entirely impossible.
