But as for your commenting rule... "it depends".

Comments should be useful. A function that's only used in a couple of places in the same file and that has a clear name might not need any comments at all.

A four line function with six lines of comments is possibly worse than the function without comments.

To me, a comment should explain something that isn't obvious to an average developer from the code itself.
