Not quite. There’s a guttural “r” at the end of “Ypres” if you say it in French. It’s more like Eeepr, where the r is short but in your throat — it’s a single syllable. You can find plenty of YouTube videos on this — here’s one by an English speaker that’s quite accurate where he emphasizes the last r.

The new name “Ieper” is pronounced differently as it’s Flemish — it’s “Eee-purr”, two syllables.
