Good question. There are a couple ways to interpret your question but the answer is definitely "No".

You can emit multiple NFTs for the same actual work of art on the same blockchain, or on different blockchains. You could emit a million NFTs for one work, if you had enough time and money.

More, the actual digital art almost never exists on the blockchain, because it would simply cost too much. For example, the cost of storing 3k on the Ethereum blockchain, the one most commonly used for NFTs, is $250.

Given that a full quality image or an audio clip take megabytes of storage or hundreds of thousands of dollars, and a movie gigabytes of storage or hundreds of millions of dollars, you can see this ain't gonna happen...
