Here's that page as it was in 2016. You can see the first definition is still, "A doctrine or belief", and second, separate definition is still "A policy, system of government", etc.
They did not "change the definition" - they expanded each section individually to have more depth and more examples, as they did with all the other words.
Nothing in the primary definition says that "racism can only be perpetuated by the dominant group". Perhaps you are unaware that the individual definitions are independent of each other?
This article could be entitled, "I haven't used a dictionary in years, and I don't want to hear anything about racism."
