If the President doesn't deliver in the first year, the midterms almost always go against his party, and then it's hard to get anything done.

Also, the climate emergency was Biden's big test, because this issue is more important than all the other issues put together. If he fails to deliver on this, it really doesn't matter what else happens after that.
