I was following that strip religiously at the time, and that strip was particularly funny because the character who proposes it is wildly militant, so you expect the rule to be ridiculous, but in fact it seems nearly trivial, and yet it's hard to find movies that follow it and yet every single Almodóvar film satisfies the Bechdel test, for example.
