I disagree. This is an example of a required comment.

In fact, the comment has negative value.

It tells you nothing about the code, it bulks it up considerably, it appears in grep searches, and, sadly, it almost certainly has no legal value whatsoever, because putting legalese in a file does not bind someone who simply reads that file.

Much better is to simply put this one time a LICENSE file at the top level, and a single line in each file:

Copyright (c) 2022 (organization-name)
