I have been writing computer programs for over 40 years, many of them using dates, and I had never heard of the week-based year, so I looked it up.

It appears to be from ISO 8601, and the reasoning behind it is here.

Fascinating article that is not only applicable to Java, but probably to almost any programming language (since many of them are using strftime for formatting).
