I moved to the Netherlands, and again, the police here are pretty competent and seemingly a lot less racist than the US (though as a person of pallor I can't tell for sure). I've spent considerable time in Australia and they also seem better than the US.

However, not all Australian cops are civilized, and there are definitely some serious racists there. You just happen to be in a demographic, "African-American", that they aren't familiar with. If you were an indigenous person, or Asian, you might well have a lot less positive response.
