I think you mean just "people of color" here.

BIPOC is a subset of "people of color". https://www.healthline.com/health/bipoc-meaning

It stands for Black and Indigenous People of Color, and this excludes most Asians, for example, because they are neither "Black" nor "Indigenous".

The term was created because a group of American academics didn't want to include Chinese or Japanese people in their in-group.

I really see no reason why a poor Indonesian is much different from a poor African, and they certainly have more in common with each other than they do with, say, the Obama family, and so I never use the term.
