I used to wonder about this. I lived in New York City for many years, and never once had a dishwasher even in expensive apartments, but then we moved to Europe, and even cheap apartments have a dishwasher, and they’re all disguised as cabinets.
It now makes total sense to me. Why have the dishwasher jump out at your eye? Cabinets here, even the low-end ones, are meant to be unobtrusive and pleasant to the eye.
