I'm a pacifist and very much against violence, but I'm also realistic. Some significant number of the population are antisocial personalities who will do terrible things unless forcefully stopped.

1. I decide I don't need a driver's license and I drive anyway. How can you stop me?

2. I decide to drive because I'm far too drunk to walk. How can you stop me?

3. I decide to have sex with an infant. How can you stop me?

4. I decide to start killing my neighbors with bombs I have built, and diseases I have cultured. How can you stop me?

Unfortunately, the answer is "violence" in each case.

Your idea is "simple" but it just doesn't work.
