In a healthy society, your idea would not be necessary. They ask the race for a somewhat good reason - as a description.

Unfortunately, America is not that society. Any compassionate, cynical person wonders if the cops ask the race so as to know whether to plan to kill or not.

So I like your idea. I think however it might be a battle that can't be won, so perhaps we should be focusing our energy elsewhere.
