It seems pretty likely that the "jetpack" guy was really a dirigible drone - a balloon with a drone attached. The "jetpack" guy was aloft for a very long time, and even a breakthrough in the technology wouldn't do it...

It's nearly certain that this isn't a product testing, because the FAA would quite rightfully come down like a ton of bricks on a manufacturer if it turned out they'd done this.
