It's not just that - in the West, it's considered rude to interfere with people, so the reason people don't react is that they don't know if it's appropriate or not.

There's a very simple way to deal with this, too - if you are the injured person, go up to anyone, anyone at all, and say, "Help me." It makes no difference if that person can really help you - it makes it clear to the whole group you need help, and help flows in.

The reason people ignore climate change is entirely different. Three basic issues:

* The problem is too big - it's a hyperobject

* People would have to give up their cushy lifestyles

* The rich and powerful would lose money

How can you have "axioms" in economics, an observational science? More, an axiom has to be true every time, but the law of supply and demand is not true every time because groups make agreements within themselves to prevent this from happening, and because sometimes the lack of supply drives *down* the demand through what's called substitution, i.e. "We'll buy some other product entirely."
