It's terribly cynical, but it could be that the Democrats are losing in the polls and rather than do something constructive, are sabre-rattling, because historically that's a great way to get votes, because Americans like nothing better than killing a bunch of foreigners using billions of dollars of their tax money.

(Don't get me wrong - Trump is a monster. All the Republicans are. It would be a catastrophe if they won.)
