None of these people asking for money are “poor people”. These are wealthy individuals.
How many poor people do you know who went to South Korea when they were poor? By “poor” I don’t mean “young people in school with affluent parents” — I mean actual poor people.
More than half of Americans don’t have money for an unexpected $1000 expense. They aren’t going to be spending $500 and up to fly to Korea on a whim, hoping to beg when they get there. They have jobs which they have to keep — they can’t go off on some random jaunt to Asia and hope to pick up a few bucks in the street.
Rich people know that if things get bad, they can just make a phone call and be rescued. Poor people know what the consequences of running out of money are.
And rich foreigners taking charity from poor locals is morally obscene. And in South Korea, it’s also illegal.
