Quibble: you don't pay double taxes. Earnings up to about $100K or so are only taxed in the company of residence, and then after that, the US claims all the remaining taxes, and most countries acquiesce.

This is also true if you have a Green Card, which is pretty astonishing - you could be an non-American, working in your country of birth and they still want a cut out of it!

Also, the grotesque $3000 fee might be substantially reduced soon.

I know these things because my wife, an American, and I, with a Green Card, moved to Europe seven years ago and will be Dutch in just a few weeks. My wife is worried because there's also the issue that the US is incredibly slow to process these forms and she'll be in legal limbo until that's done.
