Sure you can - if you hire a lot of humans too to actually help the customers.
If they had, say, one customer support person per thousand customers, this would more than solve the issue, because most people never have problems.
Companies simply don't want to pay to actually do a good job at this, because instead of windfall profits, they would struggle to make money at all.
So they set it up so there's no customer service at all.
It's a morally abhorrent concept. "We will cheat some small fraction of our clients, and that's just bad luck for them, they have no recourse."
