There are two dramatically different "we"s in that sentence. Here's what it really should say:
"Either our leaders will permit us to redesign our societies to accommodate this, or the rest of us will face the consequences."
When expressed this way, it's very obvious what will happen: our lords and masters will continue to rapaciously consume as much as possible, and the rest of us will suffer the consequences of their genocidal indifference to our well-being.
And there won't be a legal, peaceful way for us to resolve this, because our rulers will make sure that any peaceful avenue that might possibly effect real change will be criminalized.
