This claim is very dodgy: contemporary humans spend the first twenty years of their life systematically developing their cognitive abilities, in a highly competitive environment.

I'm sure early man had the same cognitive potential that contemporary humans did, but much of their lives were involved learning other physical skills associated with survival.
