Why is it terrible?

Why should someone be allowed to try to influence people's financial decision by sending a picture?

And what is the number one thing you'd get out of such a picture? Answer: the family's race.

This rule seems entirely fair to me. When I did hiring, if someone sent a photo we had to tell them to resubmit without a photo, for exactly that reason.
