Why would the authors use Hong Kong, which is a city, to compare with countries?

China beat the virus because they have a universal surveillance and security system. Their numbers were so low because everyone with COVID was arrested and quarantined.

Now their system is so tightly alarmed that one case of COVID and they shut a city down while they trace everyone.
