Yes, many of those deaths were unnecessary too.
Some governments handled the pandemic well, some badly. Some countries got hit extremely early and fast before humans understood anything about this disease - I'm looking at Italy here.
I live in the Netherlands and we're doing badly because our government is downplaying masks and people aren't wearing them.

Given that the US is literally the richest country in history and spends more money per person on healthcare than any country in history, it's appalling that they get such terrible results.
