Follow that link. It points out that in 1991, NATO promised the Soviet Union not to expand NATO.

The Soviet Union has not existed for thirty years. It collapsed. Any promises the Soviet Union made to other countries collapsed with it. If I went to the ICC with some treaty signed by the USSR and tried to apply it to Russia, I'd be laughed out of court.

And the reverse is clearly true too.
