Money isn’t some magical tool that fixes everything. The Netherlands created the Delta Works, one of the very greatest water engineering works of history, and yet it will work only up to 50 centimeters of sea level rise.

The last time carbon dioxide levels were this high, sea level was 20 meters greater than it is now. And the CO2 levels continue to rise. At some point the permafrost will melt, which contains twice the amount of carbon dioxide that’s already in the atmosphere, and it’s game over.

Unless humanity gives up its exponentially increasing production of greenhouse gasses of every type, we are committed to huge rises in sea level which will overwhelm any barrier that money can put up for cities that are today near sea level.
